In her report, Auditor-General Tsakani Maluleke flagged the metro’s failure to comply with supply chain management regulations, which had a negative impact on service delivery.
The state of municipal finances and their ability to deliver services are likely to feature prominently in the Gauteng State of the Province Address next Monday.
According to SCOPA chairperson Songezo Zibi, not enough funds are going towards restoring the ailing infrastructure in the City of Johannesburg.
“One of the things we saw in the City of Johannesburg is that it’s got a lot of agencies, such as Johannesburg Road Agency (RAJ), the water agencies, City Power, Joburg Theatre, and so on in that the performance, the governance performance of the city itself was often worse than that of its agencies and as an overseeing entity, it is really concerning that its financial management and governance is really poor.”
“The second thing is that the majority of those agencies were in that financial year in any event, not in a good state, and in addition, the city is unable to meet its most basic obligations such as making sure roads are fixed, the water infrastructure is right and cleanliness.”
