They have conceded that they have failed to provide adequate scholar transport.
The South African Human Rights Commission (SAHRC) has concluded its three-day probe into scholar transport challenges that infringe on the rights of many learners to basic education.
The inquiry came after numerous complaints were reported about scholar transport across the province.
The acting HOD of the department, Prince Mashilo, cited budgetary constraints as reasons for the failure to provide more than 8 000 learners across the province with scholar transport.
